Born in Florence, S.C., he was a son of Linwood Davis and Ella Ree Bowen Wiggins Sr. He was national sales representative with Eastern Distribution Center for the Boy Scouts of America. He was a 26- year veteran of Scouting who received the Arrow of Light, Eagle Scout, God and Country, Quarter Master, Silver Beaver, National Lutheran Lamb, District of Merit, Scouters Key and Training and Wood Badge Beads awards. He was a vigil honor member in the Order of the Arrow and held a Ph.D.

degree in commissioner's science. He received his bachelor's degree in business administration and psychology and his master's degree in education from the University of South Carolina. He was a member of Alpha Phi Omega, where he received all major awards, Scottish Rites Bodies of the Omar Temple of the Shrine, the Camden, S.C., Rotary Club, the North Lake Sertoma Club in Columbia and American Legion Post No. 111 in Conway, S.C. A master Mason, he was a member of Masonic Lodge No.

353 in Myrtle Beach, S.C. He was a former member of First Baptist Church of Columbia, where he served as an associate deacon and a singles ministry coordinator, and a member of Carmel Baptist Church in Charlotte.
